JOB SUMMARY:
The PACS/RIS System Administrator is responsible for the operational administration and network management of the RIS, PACS servers and workstations (collectively referred as “Radiology Informatics”). This includes daily system monitoring, user management, quality control and performance monitoring, study monitoring, and patient information management. It also includes training for new and ongoing users, trouble-shooting and problem solving, security, including development and monitoring of policies and procedures. This position serves as a liaison between Radiology Services and other ancillary departments and nursing units for system related issues, and helps to facilitate the Radiology department’s increased understanding and utilization of the PACS and RIS applications. This position is one of the most knowledgeable within the department of these hardware and software applications and serves as the department’s Radiology Informatics expert.
Major Job Functions:

1. Responsible for leading the operational, fiscal, and human resources for the PACS/RIS section. Additionally, this individual will be the liaison in the digital imaging initiatives within the department and other departments.
2. Management responsibilities for the PACS/RIS Analyst in the Radiology Department.
3. Interviews, hires, and coordinates orientation and performance evaluations of Radiology Informatics employees.
4. Responsible for overseeing and coordinating existing and participating in new PACS and digital imaging initiatives. Responsible for operating and capital budget requests for medical imaging equipment in conjunction with senior management, Information Services and Technology and Radiology Leadership.
5. Responsible for day-to-day operation of PACS equipment including image workflow, archive auto routing, and prefetching and other related activities. Works closely with department supervisors to ensure timely and complete capture of DICOM digital image data into the PACS system as well as network transmission, RIS validation, and exceptions handling. Participates in the development of a comprehensive quality assurance program for all relevant components of RIS and PACS and ensures the QA program is followed.
6. Investigates, identifies, and prepares proposals to solve specific operational problems within all clinical areas, working closely with department supervisors as well as involving the next level of administration as appropriate.
7. Works closely with senior management of Information Services and Technology in developing operational standards, policies and procedures. Reviews feedback from customers, compiles and analyzes support data and recommends procedural and educational changes as appropriate.
8. Works closely with the Analyst to identify and design future needs and efficient workflow processes, which include further integration into operations.
9. Acts as a liaison between radiology and other departments related to Radiology assisting with existing or new digital imaging endeavors.
10. Oversees and coordinates strategic planning for radiology informatics initiatives.
11. Responsible for the budget preparation for systems and monitoring of the operating budget.12. Works in cooperation with the Director and IST Manager identifying present and future needs for equipment installation or upgrade.13. Oversees activities of vendors in all phases of installations and implementation of new systems.
14. Prepares reports for administration on all aspects of medical imaging operations as appropriate or directed.
15. Attends seminars and training sessions necessary to maintain appropriate level of professional competence.
16. Promotes a positive and professional image of the Radiology Department and of Health System.
17. Develops/creates a team who works with PACS/RIS to include “super users” to allow for 24/7 trouble shooting coverage as needed and to provide communication and assistance to
customers at all times.
18. Performs other functions as assigned.
Qualifications:
Education and Formal Training:
Bachelor’s degree in related healthcare discipline or information systems preferred. Certification with American Registry of Radiological Technologists preferred.
Work Experience:
Four years of related experience in line management and healthcare project management experience in a large hospital setting is desired. Knowledge of hospital PACS and RIS applications and/or Hospital Information System and other hospital applications. Four to six years Radiology experience within a hospital setting preferred.
Knowledge, Skills and Abilities required:
Demonstrated knowledge of computer systems. Ability to be self-directed and flexible in working between departments, keeping department and Health System goals in mind. Leadership, high energy, interpersonal skills and ability to communicate are required. On-Call support is required for this position. Exhibit rational judgment and thoroughness in assessment, evaluations, planning and documentation.
